Sidney Public Library to Go Fine Free

 

Beginning October 1st, overdue books will not accrue overdue charges at the Sidney Public Library.  This change in policy has been prompted by the American Library Association, as well as a trend among Iowa libraries, to eliminate barriers to public library usage. 

Evidence has shown that monetary fines present an economic barrier to library access.  Eliminating fines does not significantly impact the number of overdue books and may actually increase library usage. 

The lack of fines does not mean due dates can be ignored.  Borrowers who do not return books within 30 days of their due date will be billed for the replacement cost plus a processing fee.  Other items, such as DVDs, have a shorter grace period of 10 days. 

In adopting this new policy, the Sidney Public Library’s goal is two-fold: 1) get checked out items returned so that they can be loaned again and 2) encourage people to use the library.

Q:  Why is the Library eliminating fines on overdue books?

A:  Evidence has shown that monetary fines present an economic barrier to library access.  Eliminating fines does not significantly impact the number of overdue books and may actually increase library usage.  Plus – we just want to get our loaned items back so we can loan them again.

Q:  What prevents someone from keeping books forever if there are no fines?

A:  Patrons that do not return books will be charged for the replacement cost plus a processing charge.  Also, borrowing privileges will be suspended.

Q:  Will library fines currently owed still be due?

A:  No, after the policy is instituted, outstanding fines will be waived.

Q:  How will this affect the Library’s budget.

A:  Fines have never been a significant source of income for the Library.  In the past few years, automatic renewals and due date extensions due to Covid have all but eliminated fine collection.
